HEPC was founded in 1976 and is licensed by Vietnam's General Department of Vocational Education to deliver associate degree and skilled-trade training in renewable energy, including solar and wind power, alongside its long-standing programs in thermal, hydroelectric power generation and power systems. The college operates solar application and power systems simulation laboratories in Ho Chi Minh City.
